It looks like the original picture was duplicated, desaturated, and then set on a blend mode such as Overlay or Hardlight. There's probably a red/brown or green colour layer somewhere in there, set on probably Soft Light. I'm not really sure though; did you try asking the icon maker herself/himself?

I would maybe try duplicating the layer setting it to screen and desaturating it somewhere around -80.

Gradients/color that share a color with the image on overlay. You can also use black and white/sepia colored photos and just use overlay/color burn layers to add that tint.

Try a sepia-colored gradient (I know crumblingwalls has a few in some of her packs) set on screen with the opacity decreased.

Desaturate the image and then mess around in "variations" (in PS, under Image>>Adjustments>>Variations). Add some yellow and orange and then lighten.

Probably a browish color on soft light or overlay... Mess around a little and see what you can come up with.

try some yellowish colours set on overlay or softlight. (with opacity reduced as needed)
