The other thing you can do that will sometimes mute the colors that way is to hit control-shift-c to make a copy merged, then paste that below the soft light layer. Desaturate it, then lower the opacity to around 20 or so.
uhh.. i'm a little confused. do i make a new raster layer and change it to soft light, and then copy it and paste it under the raster layer, and then desaturate it?
Okay, that was a really quick explanation and confusing. Basically pretty much every time I make an icon, I have the base on the bottom, then a few raster layers of gradients/solid colors and brushes to add coloring and texture. Then on top of those, I'll have the base again, this time with the blending mode set to soft light.
To get muted colors, you can select the entire canvas, then make a merged copy. Rather than just copying the active layer, it'll copy the entire icon into one merged layer. Then paste that below the soft light layer. Desaturate it, then set it to exclusion blend mode. Lower the opacity until you get the effect you want - usually around 20% opacity.
I use PS7, so I'm not quite sure where to find the copy merged command. I know PSP allows it, though. Maybe it's in the edit menu.

Well maybe an exlcusion layer than a gradient placed on top of that
