Help with 3D effect in animated gifs

I saw this on tumblr and I can't seem to find a tute for it.  This link shows the example.  I was wondering if anyone can help me.  I think I might know how it was done, but if anyone knows of a tute, I'd be grateful.  I use PS CS5.
