help with light textures/settings/tricks

I used this tutorial to make these textures but lost my settings in Photoshop CS5 since then since and the tutorial is not online anymore. I would like to recreate these textures with my CS5 or something very similar in either CS5 or Paint Shop Pro. Does anyone have any brush settings that will produce these results? Or a brush even that will produce close results? When I mention brush settings I mean for the size and randomness of the "light orbs". I was able to click once with my mouse and produce a spray of like six or so random sized dots.

I mention Paint Shop Pro because I found these textures and want to make some very similar to them. I believe these were made in Paint Shop Pro because if you go to the makers journal all their stuff is made in Paint Shop Pro. Is there settings or a brush even that will produce close results?

I have asked both makers for help and tutorials but did not get any answers. I realize these are old textures and tutorials but they are still significant and popular today. Any older or newer tutorials/insights will definitely help.
