I think there was a similar post about this before - but basically it's not just sharpening. It's some form of filter that gives the image a painted-over look, in this case probably set to a low setting.

I usually achieve this by fiddling around with the smart sharpen effect and manually blurring the skin afterwards so it looks all smooth.
