filter help

Hey guys, I was wondering if it's possible to do the "gaussian blur" filter on a video (gif) in photoshop? I do it on some photos and it looks really nice, and I was hoping I could do it on a gif. I can't duplicate a layer of the video because the little eye is checked off anyway.

I'm using Photoshop CS4 if that helps.
