Animated gif within a normal picture question

So I've been looking for tutorials about this and I can't seem to find the right one so does anyone know how to make gifs like this.

So does anyone know how to make a gif with this sort of background whether a plain one or one with images and any random stuff? And how do I get it?

Any help with this would be awesome!
