The dots are pretty easy, that's just a pattern fill with a custom made pattern.
Looks like what they did was made a new 3x3 pixel document with a white background, zoomed in to 1200% and put a black dot in the middle. Then to be able to use it, you go to edit>define pattern give it a name and click ok.
Then you can go to edit>fill select pattern and select that one. Looks like they lowered the opacity to probably about 50%.
The second one might be about the same, but the pattern fill is on a layer below the keychains. Not sure offhand how you'd create that pattern, but it likely is just a larger square with diagonal line.
Yeah, just one dot and unless you have a selection active, should do a fill over the whole layer by default.
Basically the reason for doing just one dot is so you don't get that ugly look from mismatched sides, or end up with lines or other patterns you didn't want, just a nice even set of dots.
New layer, Filter>Sketch>Halftone patten and adjust to your liking.
The blue lines are a piece of lined paper under the objects in real life but you can make a pattern with the pentool and some light blue then filter it.

Cause when i use it, a few dots appear only.

The shadows read true for objects on paper.
