File Size Issue

So far coming here's been very helpful so I hope you can help me again.

I'm using Photoshop CS4 on a Mac and whenever I try to save an animated icon, it'll say the save file size will be 39k but it actually saves as 41k. The same thing will for for if I drop it down to 38 or 37 or 36. If the file save size is 35 then it'll save at 37k. It's frustrating because I usually lose a lot of quality in those few kilobytes.

I don't know why Photoshop tells me it'll save as 39 and then save it as 41. It's so annoying. Anyone have any ideas? I feel like I've read about this before and I'm worried it might just be a glitch on the Mac version that I can't get around, but I'm really hoping this isn't the case.
