Text on Animations

I can't seem to find anything about this, so I'm hoping someone can help me. I want to add text to my animations. I only can get text onto the animation or just one part because of the position of layers, but I want to add different texts.

I know if has to do with layers, but I can't figure it out. If I add a text layer, it goes onto all the layers under it. I have to isolate the text layer to certain layers only or something like that. Help?

Totally forgot to mention that I'm using PS CS4
