Before starting, I highly suggest sharpening your image. This isn't really part of the tutorial but you need to then go ahead. If you don't then just ignore this part. XD
1. Starting off with this tutorial, duplicate your base and set it to softlight 100%. Makes the icon more contrasted and makes the skin of BoA in my icon smooth-looking.
2. To make it sort of blueish make a new fill layer, fill with D5F3ED and set to multiply 100%.
3. Now using color balance to add a red tint to the icon, use these settings:
Midtones: 10,-16,5
Shadows: 0,8,11
Highlights: -1,0,0
4.) Now to make it a lot lighter, and to make the skin even more smooth fill with F0E0C0 and set to Softlight 100%
5.) Add a blob (as always XD) and set to screen 100%. This draws attention to BoA's face. :)
6.) As I still wanted to have the icon have a blue tint (the other time the shadows on her face were too dark) I made one more fill layer and filled with 300A05 and set to Exclusion 100%.
End Result:
