There's 9 steps. One of them is optional.
(I'm not English, so excuse me if I make some mistakes >.<)
01 . First of all, take your base and resize it as you want. You can also sharpen it a little. For this tutorial, it’s better to have a dark image, with green / cyan and red.
02 . Now, duplicate your base and set it to overlay, 44%. It gives more contrast to the image (if you prefer, you can use the Brightness / Contrast, 50% for contrast).
03 . It’s time to play with the colors ! The yellows are too… bad XD ? I just want to wash them and give a pretty cyan tone for Miku’s hair. For that, I make a Color Balance layer :

04 . Better : D ! I want to make Miku’s hair and ribbon brighter (cyan and red, indeed). So, just make a Selective Color layer set with :
REDS ; -100 / 33 / 37 / 23
YELLOWS ; 100 / 26 / -100 / 37
CYANS ; 100 / -48 / -75 / 31
BLUES ; 38 / 56 / 30 / 58
MAGENTAS ; -58 / 100 / 0 / 0
NEUTRALS ; 49 / 18 / 27 / -29
BLACKS ; 51 / 36 / 0 /-13
05 . I like the old and used photos effects (I call this like that but anyway). In order to wash a little bit the colors (but totally the yellows, I think), we’ll make two new layers, one filled with #171b00, a very dark green. Set this layer to Exclusion, 42% opacity. The other one is filled with #1b1500, a very dark yellow. Set it to Difference, 34% opacity.
06 . Irk ! Now the reds are a little bit washed too ! No problem. A Channel Mixer layer will arrange that ! This layer will set with :
RED ; 120 / -24 / -1
Isn’t that beautiful? It gives also a good blue tone ~
07 . Now, duplicate your base and place it at the bottom. Set it to Soft light, 55%. The contrast is prettier and Miku’s hair is brighter.
08 . OPTIONAL STEP : I want Miku look like a dreamer. For that, I make a new layer and go in image -> Apply an image. Go to Filter -> Attenuation (I don’t know if it’s that in English) -> Radial Blur. My value is around 55. Set it to Hard Light, 63%. Then, duplicate that layer and set it to Normal, at the same opacity. I think that’s more beautiful with, but it depends on your base.
09 . Texture time !
-> ©78777. Set it to screen, 100%.
-> ©99mockingbirds. Set it to screen too, 72%.
-> © ?. Set it to normal or multiply, as you want !
AND NOW, YOU'RE DONE !
