8 Moderate Steps
Translatable: Has one Selective Colouring layer that makes a difference if not included

I tried to thoroughly explain all the steps as well as adding along some screenshots,
so this tutorial should still be understandable to even beginners
(WARNING: Some screenshots may be image heavy)
I advise you not to completely follow this tutorial, and instead experiment along the way~
If you know how to do all this stuff already, then disregard all the explaining if you can :3
Step one~ Get a base. I cropped mine from
this pretty picture :3
Step two~ My base looked a little dull, so I decided to prepare it how I usually do with some of my other anime icons . But this step my differ depending on your icon . Duplicate your base 4 times (layers>>Duplicate...) Set your first duplicate to screen, the second one to softlight, third one to multiply, and the fourth one to screen . From here the icon looks a little too light, so I lowered my second screen opacity down to 46%
Step three~ Now then, I've made a habit of dulling the image with an exclusion layer before I start anything else . Make a new fill layer (layer>>new fill layer>>solid color...) and fill it with the colour 212121
(preview) click ok . Set that colour layer to Exclusion but lower the opacity down to 69%.
(preview) < Step four~ Well I've dulled(is that a word ? o.o) the colours enough to my liking, so I decided to put in a Hue/Saturation layer after to add some real colour and not so washed out . Make a new Hue/Sat layer(layer>>new adjustement layer>>hue/saturation...)
Input these settings:
Master: Hue: 0, Sat: 35, Lightness: 0
(preview) Step five~ In this step, we will be working with selective colouring (layer>>new adjustement layer>>selective colouring...) . This layer will lighten the shadows in the icon, bring out the blue background a tiny bit, and slightly bring out the skin a bit more .
Input these settings:
Reds: -100, 0, +37, 0
Cyans: +100, -30, -100, +53
Blues: +60, -100, -49, +52
Whites: -21, -13, -17, -2
Neutrals: -13, -8, +11, -28
(preview) Step six~ This next step will relieve the skin and background from their grey-ness . Create a new colour balance layer (layer>>new adjustement layer>>colour balance...) and input these settings.
Midtones: +4, -6, -11
Shadows: +11, +5, +10
Highlights: +7, +7, -1
(preview) Step seven~ This step will highlight the icon with a sort of yellow/orange-y tint .
Create a new curves layer (layer>>new adjustement layer>>curves...) and input these settings .
RGB: point one: input: 168, output: 185
point two: input: 35 Output: 97
Red: point one: input: 161, output: 165
point two: input: 58, output: 172
Green: input: 150, output: 182
Blue: point one: input: 153, output: 196
point two: input: 76, 62
I actually find this adjustement layer hardest nest to channel mixer for me and it could take some time for some people to get use to .
(preview) I know the icon looks a little weird at this point, but set that curves layer to softlight >:)
span>Step eight~ Alrighty then, last step . Create a new Hue/Saturation layer again just to buff up the colours . Input these settings:
Master: 0, +24, +17
Reds: 0, +35, 0
Yellows: 0, -13, -9
(Preview) I personally like how reducing the masters' lightness gave the icon a final gray-ish effect .
And you're basically done now :) I hope this tutorial was helpful in anyway
