Step 1: As you can see you use the Point To Point and select around where want the texture.Which in this case around the Ellen Muth(aka Georgia Lass - Dead Like Me)
Step 2: I used the Inside/outside Feather with the part I want still selected!
Step 3: Get It adjusted the way you want it to be. So for me it was 12 Feather amount and I chose to use Both and NOT Inside and NOT outside.
Step 4: You use the paint brush and you choose your texture and click the paint brush outside selection where the background is. Then after texture is on there then unselect.
Step 5: As you can see I went to Layers and then to New adjustment Layer and then selected Levels.
Step 6: Then as you can see How I adjusted the Blue on the Picture. Don't click Okay just yet. Click the Blue(The word) and scroll up to RGB
Step 7: I set it up like this and adjusted the colors again. After this step you press Okay. and than save it as 1 or save it as something other then icon base so if you do mess up and you don't like it you can start over with the icon base. I always do that.Then click x and open up and open the icon again.
Step 8: then you can choose your frame and I used Multiply and the Opacity is 75.. Which you can see from Picture. Then choose whatever small text you want and put it on there.
