Requires basic knowledge of cropping, resizing, sharpening, desaturating, and using layers.
No Curves or Color Balance.  Just layers.



Step #1: Find your picture.  I am using this from Degrassi.tv.

Step #2: Crop, resize, and sharpen your picture.


Step #3: Duplicate the base and
set the duplicate layer to SCREEN at 100% opacity.


Step #4: Duplicate the screen layer so that you have TWO SCREEN LAYERS. 
Set the second screen layer to 60% opacity.


Step #5: Make the second screen layer black and white / desaturate. 
(PSP7 users: colors » colorize » hue: 0 saturation:0)


Step #6: Merge all layers.

Step #7: Duplicate the new base, and
set it to SOFT LIGHT at 100% opacity.


Step #8: Duplicate the soft light layer so that you have TWO SOFT LIGHT LAYERS.
The second one should also be 100% opacity.


Step #9: Create a NEW RASTER LAYER. 
Fill it with #031941 at set it at EXCLUSION at 100% opacity.

Step #10: Move the exclusion layer so that it is
underneath the second soft light layer.

You're finished!
Remember:: this is just an outline tutorial. 
You don't have to use every step, and you
may need to adjust the opacities, depending on your image.
