WHM: It depends on what the cap is. I don't recall any tests with regards to casting time reduction or whether certain gear bypasses this cap. It also depends on how the reductions are calculated. If we assume 50%, regardless of how you apply the bonuses, you will never hit the cap.

Light Arts (10%), Cure Clogs (15%), 5/5 Cure Casting Time (20%)
Additive: 10 + 15 + 20 = 45% reduction in casting time
Multiplicative: 100 - 100*(1 - .1)*(1 - .15)*(1 - .2) = 100 - 61.2 = 38.8% reduction in casting time

BLM: Magical Critical hit provides +10 MAB when it activates. Presumably the +% cited is the percentage chance that it will go off. So, in case Selelian's Cap, 10% Magic Critical will correspond to +1 MAB over a long period of time. Also, stacking Magical Critical gear will not suddenly be worthwhile, because you will still get more damage potential over time out of wearing Bugard Strap +1 instead of Wise Strap and Sorcerer's Belt instead of Witch Sash.

That said, the 10% magic critical hit rate does make a nice piece for screenshots.

I'm debating whether to get the "best BLM hat" (4INT and 2Magic Attack) vs. a Cure Potency hat. Maat's Cap is like a 1INT loss (kinda) so it's not too big. Then again, Cure Potency doesn't really make too big of a difference and I'd be missing out on the best headpiece.
