So...I don't know what that guy's deal is. but it seems to me that he has some sort of power. The stoic look on his face and the weird crap that was going on with his arm in the last panel told me something. It seems to me though, that Akane and Clay are a little more advanced than they appear. After all, they got rid of that guy. Who I think is some sort of brainwashed soldier or something like that.
It looks like we'll get to see something interesting soon. It also looks like I was wrong about this just being about how Shibusen works. Perhaps, she'll get kidnapped or something. Or maybe this guy is like, her future weapon partner or something.
