How fast can you do this?

Because the parking garage, cubicle and hallway are all readily available at F5, complete with evening and weekend access... provided we do it by the 18th.

(After that, perhaps Martin would be willing to help with access? My new job is not nearly so spatially interesting as F5, and is kind of short on cubes.)

As for the "urban setting", what about the alley right next to my apartment?

I think I can get you a coffee shop. My roommates own Espresso Ulysses, which is at 318 Blanchard in Belltown - on Blanchard between 3rd and 4th. It's pretty normal looking, and while I don't recall if they are big time Whovians, they're Skiffy geeks enough I bet they'd be up for it.

Update: I talked to the eponymous owner this morning, and he's up for it. He reminded me they are closed on Sundays, so there is even one day a week totally free for filming and the resultant circus involved. :)

For the quarry, I'm not positive, but I beleive there is one in NE Tacoma. I also beleive there is one in Lakewood close to 74th and Bridgeport.

I don't have any leads on locations. However, what I can do is that if nothing comes through at first, let me know and I'll send a post to the Theater of Puget Sound mailing list asking for locations.

Also, how far are you able to drive to a shooting location?

There's always Bauhaus or Vita for coffeehouses...
For Parking Garage, I am picturing either UW or the one downtown on 3rd and Pine...
Plenty of alleys downtown, or the one between University and Brooklyn anywhere from 40th to 65th...
