We want to know exactly what is inside.
In order to do that, we intend to test the wall around the inner city. If we can breach it without trouble, we will enter the city and search. Ulquiorra Cifer will be our eyes, but we also need to make sure nothing from inside the inner city escapes.

They triggered various defenses, included mechanical dinosaurs that attacked the intruders. Many of them broke through the wall and terrorized those outside as well.

Surely such things shouldn't pose such a problem? Correctly aimed attacks should take such things out easily.

The dinosaurs were what escaped. I never actually entered the inner city, but I heard shots being fired. Alphonse Elric was shot.
Naturally, they must have developed something new since.

Those within seem to be divided between the scientific sector and the military sector. Whether that divide is geographical as well, I don't know.

It would be best if they were prepared by the end of the upcoming event, but putting them in place before the actual operation could be disastrous.
