No, it's not.

There will be a link on the Yuletide Livejournal on October 15, when signups start. That will take you to AO3.

You can request stories from up to four fandoms and can offer to write in up to ten fandoms. You can make some of those offers "bucket offers," if you want to offer to write "any," meaning any character or pairing. You can specify, in each fandom, that you would like stories about one through four characters (or about no characters at all, if you want a worldbuilding story).

When you have settled on your requests and offers, click "Submit."

Write and post your Dear Yuletide Writer letter--it's not required, but it helps the person who gets assigned to you and it can also help writers not assigned to you who scan the letters to see if there's something they might want to write.

Post the link to your Dear Yuletide Writer here: http://yuletide.livejournal.com/1092109.html. The letters will go up on a spreadsheet, making them easier for everyone to find.

Wait anxiously until November when you get your assignment. Check the available letters in the meantime to see if there's anything you particularly want to write.

Write at least one story of 1,000 words. Submit your assigned story through the Assignments page on your profile at AO3. Hope that your recipient likes his or her story. Wait for the story reveal on December 25. Wait for the author reveal on January 1.

That's it. It really isn't that complicated, and AO3 makes it easier.

I'm sorry, I thought it might make things LESS frightening. Just do CTRL + F searches for fandoms you know and feel you could write and then focus on the links in the second column, the ones that will take you the letters eventually; that's what I do.

Yes. To quote How to Find a Beta in Yuletide IRC Chat, or: A Handy Guide to Hippo-ing:

[A hippo] is a volunteer in IRC chat who will preserve your Yuletide anonymity by finding a beta for you. They're a beta-reader yenta. They may not guarantee a match, but they will do their best to keep the Yule secrets intact.

The "Hippo" is named after a character in the game Die Anstalt (a Yuletide fandom [in 2008]). Lilo is a stuffed hippo with a zipper on its mouth ... to keep secrets. Hippos are sworn to secrecy!

I've honestly never used a hippo, because I have trouble with IRC and because chat rooms in general freak me out. But a lot of people swear by the Yuletide hippos. Just remember that using/being a hippo and participating in IRC chat are not mandatory.
