That is indeed normal for Johto. As for the Psyduck, I would suggest catching it as an effective way of keeping it from following you.

Of course, then you would own it, but at least it would not be at your heels whenever you leave a building.

Some might. You never know with Johto. With as many trainers and breeders as we have, there is likely a very large variety of taste.
