It's Bigger on the Inside
It took eight hundred years, but Jack's piece of coral finally grew into a TARDIS. However, the Doctor never said the default form was determined by the thoughts of the last person to touch it before the transformation.
As luck would have it Jack was the last one to touch it during naked hide and seek and now he and Ianto would travel through space and time in a penis-shaped ship modelled after Ianto's, including the birthmark on the left testicle.
Jack could not stop with the over the top sexual innuendos until Ianto shut him up with the line, "Now, I'm bigger than you'll ever be."
