Next time someone decides to pull down part of the Plate, do warn we people living below it. I did not appreciate pieces of metal and fire raining down on the house. There's a reason I prefer my tunnels.

Perhaps Zelda should engage Roxas as one of her workers within the city given his recent push for peace. He does bring up an interesting question with the victims. In the right light, one might think Alfred and Aaron younger than they are, perhaps high school age. Mello could be thought of as a priest.
Lacking two children for the axe murders, will the killer take in their place the youngest two here? Roxas and Matt? What of shop owners? That would leave us with Aaron, Rufus Shinra, Avari, and Schuldig. Zelda may be placed there as well should one consider her hospital a place of business. Consider as well the amount of animals Zelda has. That could fit well with a pet store owner. Dying by being shot everywhere but the chest would be quite painful I would imagine.
The Dark Tower is about two miles off the shore. Unpleasant news to say the least.
