Things have been progressing as I had hoped, and the time has come where I must ask your permission as well as a bit of assistance for things to move into the next phase. Thing will, of course, not continue until after your lesson has finished being taught and the Ball that you had wished to happen has passed. I have no desire to try to shout and be heard over the gods, nor do I have enough ego to attempt such. When the gods speak, it is best to be silent and listen.
Upon my arrival, the first things that I had noticed was that there appears to be only one central power. I wished to change that. The first step was easy enough in that to remind the people that that which they look to and depend upon was and is vunerable. Kidnapping the president along with their strategist and one of the Turks as well as the raid on Shin-Ra itself proved that. It was a point brought home especially to Rufus Shinra himself and he plays now into my hands with increasing Shin-Ra security, centralizing their efforts on the building itself instead of all of Purgatorium. Now they scurry and try to build up their forces with the most astounding display of power that has been seen by someone from my world. We lack the magical ability that they possess as I am sure you know. While Shin-Ra leaps ahead with greater and greater security measures, the time is perfect for a rival to rise and offer the people another alternative.
What I would like to offer the people is that other way of doing things now. I should like to appeal first to the new arrivals, offering to build a defense force that at first will merely serve as a way to safeguard those who visit or work at the infamous nightspot of Sunde. In time it will grow, taking in more and more territory. When your lesson to them ends, I am positive that quite a few will see the need for such when the full scope of the aftermath becomes apparent with the rapes, murder, and other crimes that were committed. People will want that security, and with President Shinra doing me the favour of showing that he is incapable as well as his SOLDIERs publicly saying that they will be staying out of matters during your lesson, the people may look to someone else. The fact that Shin-Ra has not had the most stellar of record following the loss of their president awhile back due to my planning may work in my favour as well.
I doubted anything such as full out experiments with the T-virus would be logical or allowed by either of you. It was merely a cover I found necessary to use that people would believe to be my aim. There was also the danger of others arriving from my world, and I knew that they would quickly back up the idea that I would do such and therefore establish me as a danger. Every story needs a monster after all. Should my idea be allowed, I have no real intention of moving on to humans. I may create a few animals to only be studied or used when necessary. I shall have to keep up the double persona of being a threat to everyone, and releasing an infected dog or such occasionally will reassure the people that I have not gone silent and plotting something else. People are almost always willing to seize upon and believe the simple explanations.
What I am asking of you gods is your permission to try such. For all I know, Shin-Ra is the only company you wish to exist, and far be it from me to defy the will of the gods. Other than that, I require only a pair of coloured contact lenses. Everything else for my disguise I or my agents in this place can get. There is a saying in my world that the gods help those who help themselves, and I do not intend to be a burden on you or asking for things constantly. The only reason I must request the lenses is because I have seen nothing here that approaches what I need, and I do not feel confident in my own abilities or those of anyone here to engage their services to create such. Should either of you wish a further explanation or anything else, I would be happy to provide such.

((Yeah, Wesker has been working on this plan for awhile and trying to turn events to his favour. If he had just come in and set up shop, no one would have seen a reason why an alternative to Shin-Ra might be a good idea in his opinion. Thus why he had his random attacks, made such an enemy of himself, and got his own bad publicity. Add in the complications of Leon and Claire's arrivals, and whatever credibility he established in an alternative would have been lost. He's a long term planner sort))
