If he is a flip-flopper, Kerry has company.

In 2000, Bush argued against new military entanglements and nation building. He's done both in Iraq. In terms of nation building, Bush has intervened in a number of other small countries, even those in no way involved in the "War on Terror."

He opposed a Homeland Security Department, then embraced it.

Bush argued for free trade, then imposed three-year tariffs on steel imports in 2002, only to withdraw them after 21 months.

Last month, he said he doubted the war on terror could be won, then reversed himself to say it could and would.

Bush keeps revising his Iraq war rationale: The need to seize Saddam Hussein's weapons of mass destruction until none were found; liberating the Iraqi people from a brutal dictator; fighting terrorists in Iraq not at home; spreading democracy throughout the Middle East. Now it's a safer America and a safer world.

Bush's policy on North Korea has changed more times than I can count.

Mr. Bush now describes himself as “pro life.” When he ran unsuccessfully for Congress in the 1970s, however, he told a reporter for the Lubbock-Avalanche-Journal that he favored leaving the abortion question “up to a woman and her doctor.” That sounds pro choice to me.

When Mr. Bush was asked about energy policy in the 2000 Presidential debates, he said:

Tthe 2001 incident when an American spy plane was forced to land in China. China demanded that the United States apologize. According to CNN:

A carefully worded apology from the U.S. is bringing home 24 members of the U.S. Navy who have been held in China for 11 days… The U.S. ambassador to China said in a letter that the U.S. was "very sorry" the Chinese pilot died and apologized for landing on Chinese soil without permission.

Bush is against campaign finance reform; then he's for it.

Bush said the "mission accomplished" banner was put up by the sailors. Bush later admits it was his advance team.

Bush was for fingerprinting and photographing Mexicans who enter the US. Bush after meeting with Pres. Fox, he's against it.

He had specifically promised to lower CO2 concentrations in the campaign, and promptly and blatantly broke that promise upon coming into office, saying the "science had changed"

In February of 2001, President Bush promised to retire “an historic $2 trillion in debt over the next 10 years.”

Now, President Bush proposes to retire no debt and in fact proposes to increase the national debt by more than $2.4 trillion for the period from 2002 through 2009.

In the 2000 campaign, Mr. Bush promised to devote the entire Social Security surplus to reducing the national debt, thereby helping to prepare for the retirement of the baby boomers.

Once in office, Mr. Bush has not used any of the Social Security surplus to retire debt but has used the entire surplus to fund the general operations of government each year since his first budget in 2002.

According to Mr. Bush’s budget projections, the entire Social Security surplus will be used to fund the general operations of government through at least FY 2012. In total, Mr. Bush proposes to spend in excess of a trillion dollars of Social Security surpluses rather than retire debt as he promised.

Theres more, way too much more, but, this is enough from now. Kerry is a waffler, no doubt about it. But Bush has proven he too can keep up.
