Ummm, I'd like some background (Although to be fair, I never gave any for Fred or Zack) but for the most part I think I get it.

I won't explain the whole plot (it would take too much time) but basically, besides Ravix's addiction problems, they are on the run from the law. Ilfiid's an opodemiate - he can understand and affect the patterns of actions and consequences, and by the past interpret what should happen in the future. He worked for the LORI, which is an organisation which sought once to keep the peace by uniting all people with "special" abilities. Now, they merely try to control such people, as well as everyone else, and seek to destroy these random occurrences known as opodemes, Opodemes are like opodemiates in that they can influence that patterns of actions and consequences, but they cannot understand what they are doing - or do it intentionally. Ravix is one such, and defending him is the reason Ilfiid is in trouble with the LORI as well. Ravix fled when he realised he was an opodeme in an attempt to save his friends, but returned eventually because he felt really guilty about the whole business.
