Houston, wheel have a problem

I'm getting together with someone tomorrow, so I decided to get gas on the way home. I noticed something odd as I left the station at Fabyan and 25. First, I get into the left-turn lane to go from northbound 25 onto westbound Fabyan. Just as I'd turned from the gas station onto the street, the light changed--and this was from a signal giving the green arrow to the left-turn lane, meaning in theory the light would have just changed. The people going straight must not have gotten very far, or else there was an issue going southbound.

And there was. Since I was caught sitting there, I got to see that the southbound left-turn lane was full, and there was a car in the straight lane with a cop car behind it, lights on. Wow, what a crappy place to be pulled over. I wondered why they'd stopped there, considering 25 is just two lanes for the most part, when the car could have at least turned onto Fabyan, which has four lanes. Then I noticed that the front wheels on the car were turned sharply, which was odd, because they were turned to go to the left, not right. And then I looked closer. No, actually, the wheels were turned in. Both sides. The one to my left was turned left, but the one to my right was turned right. Of course, that means the car won't turn anywhere, much less go forward. Oh, I am intrigued. How on earth did *that* happen? I wondered if the car was hit or something, since the front end didn't appear to be damaged. Perhaps they ran over/into something and the axle was damaged.

Alas, I may never know the backstory. What I do know is that as the light changed again and I got the green arrow, the Geneva cop was getting out of his car and putting on a safety vest to go and direct traffic, since southbound cars were mixed in with the turning cars. I and the car behind me made the turn, but after that I could see the cop walking into the intersection. Well, at least he's there, and I imagine a tow truck would be along shortly. I totally wanted to get out my camera, but considering we were facing each other and the two people in the car could do nothing but look around, I thought that would be rude.
