They've done what I would have done and dressed him older to contrast with Matt Smith's relative youth. Sort of like Indiana Jones in his day job, actually, but with modern footwear

I shall reserve judgment until I see him in action. Though I fear I might find it tricky to not say "But he's SO YOUNG!" every five minutes. We'll see. I suspect fba is all set to call me a wronghead nonetheless. :)

TBH his age is irrelevant. Provided he can play a 900 year old time lord convincingly I don't care.

Not sure about the bow tie but I *love* the boots!

I like the contrast of the boots with the outfit. It's the same trick they pulled with Tennant's converse shoes: the quirky bit that doesn't fit. Although arguably in this costume Matt Smith is the quirky bit that doesn't fit, and I don't mean that in a bad way. The costume is deliberately juxtaposed with his youth.(I'm sure that he'll spend lots of time in variants of this outfit, or missing the tie, as per Tennant.)

Putting the costume together with the new-look old-look Tardis gives everything a pleasingly retro feel and sets a slightly different tone for the new era. As it should be.

I hadn't noticed the TARDIS looking particularly different. A new prop? I'll be interested to see what they come up with for inside - there have been quite a few rumours of something major in the works.
