What the fuck else was Dick Grayson supposed to do? His parents were dead, and the circus that he had been with since his birth was run by mobsters, or at least, borrowed money from mobsters, and then couldn't pay it back, so their main attraction was SLAUGHTERED IN FRONT OF A LIVE AUDIENCE! Fighting crime isn't that much safer than his previous life.
In the case of Jason Todd, he was a juvenile delinquent, and one step shy of jail. Batman saved him from that life, although he could never really save him from the Joker. Either way, the kid would have died.
And with the most recent Robin, his mother died and his father was paralyzed while doing philanthropic work, which Tim Drake would have eventually gotten into. And later on, his dad died at home while defending himself from a robbery. Its not like Tim would have been better off there.
Okay, maybe the Spoiler was better off not being tied to Batman, but considering her father was a lifetime criminal, she was about in the same boat. And even the two Batgirls were better off being connected to Batman. Barbara Gordon only got paralyzed because of her relationship to her father, Commissioner Gordon, the Joker didn't even know that she was Batgirl. And in Cassandra's case, her "father," if you could even call him that, was physically, emotionally and mentally abusive. He trained her to be an assassin from birth, and had her do her first hit at 8 years old. Coming under batman's tutelage has done great things for her.
I will now go and recheck my comic books to prove you all even more wrong.
Unfortunately however by this same argument, we should have no problem drafting children from the inner city to fight our wars for us, because it's not like their previous life was all that safer. I know that this is a silly argument, you know, being that it is concerning comic book super heroes and the reality created by the whim of several men who couldn't get laid if it was sitting on their face: That being said, when Bruce Wayne took little Dicky under his wing he was obligated to provide for him a safer home than the one that he knew, and not to make him the walking bullseye that draws attention, and bullets away from his darkly dressed, bullet proof batsuit.
but wasn't it Dick's thrust for vengeance what drove his desire to be a cape clad sidekick? Bruce was thrust into parenting and wasn't all that trained at raising a teenager. He just did what he thought best - if the kid is going to try and get revenge he might as well be equipped with the best equipment and have the best training to ensure more safety.

Indeed, this sounds like brilliant public policy. If they're just going to grow up to be junkies and gangmembers anyway, much better to send them off as cannon fodder.
