I'm pretty sure it's switched, although I've only seen people switch with people who were powerless, so I can't be sure.

Do you know for certain that it's specific switches where one person literally has the abilities of another? Or could it be just a general switch - people who didn't used to have any special abilities suddenly develop their own?

Well, Mister Cain has Mister Chrono's abilities, and Kyon has Haruhi's so I know that it's at least people getting specific abilities. I don't know for sure about switching with someone else, as opposed to random switching though.

Looking around a little more closely, I think Rue has Ahiru's powers. I don't know what Ahiru has, if anything, however.

It doesn't seems to be that much trouble for them to do so. There have been wardrobe-swapping curses, so why not power-swapping ones?
