In Which Howl is Drunk or Bored (Voice Welsh)

[ The communicator turns on, and a young mans voice can be heard. It's a good voice, but something about what he's saying is strange. He seems to be singing, but a language most people don't know, if any. He's singing in Welsh, and rather loudly as if he were at some sort of celebration.]
