STEP 01
First we want to prepare our base. Duplicate the original image and change the mode to "Screen".
STEP 02
Next we duplicate the base again,b ut this time we set the new layer to "Soft Light." Go to Filters>Blur>Guassian Blur... and set the radius to 4. Click OK and you will find that your image has softened.
STEP 03
Now go to Layer>New Adjustment Layer>Colour Balance... and click OK without changing any of those settings. Next you need to input these values:
Midtones:

Shadows:
+9
+6
+12
Highlights

STEP 04
Next go to Layer>New Adjustment Layer>Curves... and click OK without changing those settings. Now, here are the values you want to add to your curves:
RGB:
30, 39
174, 145
225, 199
Red:
58, 59
146, 156
Green:
61, 64
174, 173
Blue:
77, 74
183, 184
STEP 05
Next make a Levels adjustment layer. The values you need are: 11, 0.96, 252 and leave the Output levels alone.
STEP 06
Next make a Brightness/Contrast adjustment layer.
Brightness: +2
Contrast: +14
STEP 07
Next make a Vibrance adjustment layer. You want to make the Vibrance +28 and the Saturation +10. Almost there!
STEP 08
Next make a Photo Filter adjustment layer. Change the Opacity to 31%, since for some reason I did that for this icon rather than messing around with the density. Change the Filter to "Cooling Filter (LBB)"
STEP 09
Press ctrl+alt+shift+e to merge everything together on a new layer, then go to Filter>Other>High Pass... and change the radius to 0.5. Once you've changed that layer to a Soft Light layer, you're done!
