Draco touches on being a little OOC places, but only a little, and not so much that it ruins the story. In fact quite a bit of the time he's oh so very much in character. It's not pure PWP either and Ginny is written well. The dub-con aspect depends on your POV. Very hot though.
ETA: Be careful you read the right story at the comm. The author posted two D/G fics for the same prompt. The first is the one I've linked to, the second contains non-con/abuse.
