More details about what still needs to happen, like writing a lot of new policy (one might think the policy might have already been fucking DRAFTED UP, all ready to go, just in case, and perhaps it has been, but this article makes it sound like this is all a big surprise and it'll take a while to deal with). One of the stories behind this is that the JCS really, really wanted a legislative fix to DADT, because that way *they kept control of the process*. They could see the courts writing on the wall, and recognized that repeal by court fiat (as opposed to legislative fiat) would put someone not them in control. This way, they can footdrag, whine, pout, study, and otherwise generally dither and delay ( ... )

Or until the Commander in Chief issues an executive order stopping all discharges under DADT.

I was under the impression that the courts had already mandated a stop to discharges.
