I always approve of Kory kissing people.
Kory's learning languages through smooching is one of the most ridiculously wonderful powers in the DCU. It's up there with Arm Fall-Off Boy.
She wouldn't have been Harley if she'd gone, but oh I wish she had. Joker does not deserve anybody as awesome as Harley.
Yeah, that's pretty much it.

Psychotic and adorable and wonderful and utterly tragic in an entirely hysterical fashion, that's Harley, and that's this story. I really wish she'd gone with Kory, but . . . her obsession with the Joker isn't something that even a guilty conscience could fix, and that's what makes her Harley.

Agreed. A smooch from Starfire would make for a happy ending for pretty much anybody else's adventure -- but this is Harley we're talking about, and for her no smooch will fit the necessary criteria for a happy ending if she doesn't get to kiss Mr. J. As you note, it's tragic, but it's still a happy ending for her -- and it's Harley's story, after all.

Harley punched Starfire in the face as hard as she could.
Harley curled up around her hand and whimpered.
"Team-up?" said Starfire.
"Yeah," said Harley faintly. "That's good."
*rolls about laughing*
Oh, my goodness, this was wonderful. I could *see* it behind my eyes, mostly DCAU with Perez's Kory flying around in it. And how much did I love her, good and golden and endlessly hopeful, and trying to help Harley? And your Harley is as insane and complicated and wacky as she should be. (And I want to know more about that brave little girl, in the good way, not the plothole way.)
But then I love everything about this story, not least that Killer Moth got caught because he monologued.
This was absolutely delightful. Thank you, a lot.

I'm really glad you said that, because I have a deep and abiding love for the Wolfman/Perez Kory, and so that's pretty much exactly what I was going for in terms of Starfire. It was hard for me to tell how well it worked, because interacting with Harley completely changed her character dynamic.
But then I love everything about this story, not least that Killer Moth got caught because he monologued.
...I honestly didn't realize that on a conscious level until you said it. But yes, he totally did.
