It is probably somewhere near the bottom, but I do like it a bit better than the book. I guess I'd still say least favorite, but the gap between it and the one before isn't quite as far.
There are some really beautiful scenes in this film. The Pensieve flashbacks are wonderfully imagined and realised, Harry on Felix Felicis is perfect, the sequence with the cave is amazing. However, the film completely ruined the beginning of H/G as a romantic couple, there are some really bad OOC moments (Harry flirting with the waitress in the café, the scene I've mentioned above where he finally arrives in the Great Hall, Neville as a WAITER at Slughorn's party UGH, Ginny in general) and, above all, the plot about the Horcruxes was mangled beyond repair. Movie!Harry ends HPB with very little idea about what he's looking for and what Voldemort might have chosen as Horcruxes. HBP isn't my favourite book but it had some cracking set pieces and I feel that in the producers' and director's desperation to counteract the previous movie and make this all about "sex, magic and potions", they lost a lot of the darkness underlying the teenage hijinks.

again, because much like Goblet of Fire it got a few scenes very right but a lot of the characterization (or scene addition/cut) horribly wrong.
