Who: Death Eaters, Auror's, Order Members...
What: The Ministry Battle.
Where: The Ministry of Magic.
When: The same night Bellatrix takes Rose and the dementors attack a number of cities acros England. A few hours after the attacks start.
Why: Because this bloody war needs to end.
How: Because we said so.
The time had come, it was now the time to strike and take on the magical world and make it his own. Bellatrix's plans had been set in motion and he knew that would distract the mudblood and her family, the random attacks across England would pull many of the auror's out to save those poor innocents who were losing their lives.
He had gathered his devoted servants and told them where they were striking and that no life should be spared. They Ministry was for the taking and they would damn well take it. Together they would fight and they would win, the Ministry would fall and so would the Minister himself.
Cloaked and masked he called forth his minions and one after the other they floo'd into the main hallway of the Ministry tripping any defenses they had. And the fighting began.
