The Definitive, Official Rules
1. Eligibility.
The fic or artwork must have been posted directly and publicly to LJ between January 1, 2004 and December 31, 2004 (local time of author).
In the case of multi-chapter works, the final chapter must have been posted within the above dates.
The work must be complete. This mostly applies in the case of fiction. WIPs are not eligible for regular awards, but there will be special honourable mentions for WIPs.
The poll is limited to works in the Harry Potter fandom.
2. Poll structure.
Nominations open December 1, 2004. The nominations will be done by poll. A new, identical poll will be posted at least once a week, more often if there is a large number of nominations. The nominations will remain open until January 10, 2005 (U.S. Eastern time). You may nominate as many works as you deem worthy in each category, but only one nomination per fic per person will be counted toward the final tally.
On January 13, 2005, the top five nominations in each category will become available for voting. There will be one and only one poll, and each person gets one and only one vote per category. The voting will remain open until January 25, 2005.
On February 1, 2005, the winners will be announced, the shiny banners will be awarded, and the squee will ensue.
3. Poll Mechanics: The fine print
Well, specific instructions will be on the polls. You go fill in the boxes and you click submit.
Any listed category on the poll receiving fewer than five different nominations total at the end of the nominations will be bumped to the next broadest category, or removed entirely if there is no broader category. E.g. if there are only two nominations for "Best Squickfic," that category would just go away entirely, but if there are only two nominations for, say, Hermione/Ginny, those nominations would go in with the general femmeslash nominations.
Any pairing category not specifically listed that receives more than five nominations will become its own category.
Art will be manually sorted into more specific categories.
The FAQ
Can I nominate stories that are linked in journals, rather than posted?
Short answer: No.
Longer answer: The purpose of the Awards is to promote the sense of community and participation in posting to Live Journal. While there is certainly nothing wrong with posting links, a link indicates that the story is archived elsewhere and that the journal is being used simply to promote that story on its archive site. It is possible to post a long story to LJ, many people have done it, it is one of the fun attributes of LJ. If the author chooses to archive outside LJ and only provide a link, then that particular story is not eligible for the Journos. It's simply a matter of choosing our criteria and sticking to it - and the central purpose of the Poll is to vote on stories posted in Live Journal.
So-and-so wrote this fic ages ago, but just posted it to LJ this year. Can I nominate it?
Well, yes, but this poll is ideally for works made available for the first time on LJ in 2004. It's fine if they were archived elsewhere concurrently, but we'd really prefer to deal with only this year's fics.

Yes, yes, and yes. In the case of chaptered fics, we only ask that they be ones that were completed this year.
Can I vote in every category?
Certainly you may.
Can I nominate more than once?
Sure, if you feel that there is more than one worthy work in each category. But please remember that there's a human being on the other end of this thing who has to go through all of it, so please don't nominate everything you've ever read.
Can I vote more than once?
No. We ask that all you real individual people out there only vote once. We are working on an honour system, and trusting you guys! While we could get tough and refuse to accept votes from empty journals, we'd prefer not to, so we ask that you all act sensibly and honorably and only cast your vote once.
I don't have a Live Journal, can I vote?
No, sorry. You must be registered with Live Journal to nominate and vote. Anonymous nominations and votes will not be counted. The end.
What about art and stuff?
Yes, it's eligible if you can see it on LJ without going to an external site, and it was posted publicly within the specified dates.
I'm really terrible about checking my f-list, but I don't want to forget about nominating and voting. Can you remind me?

Fear not. A masterlist of all nominated works will be posted after the nominations close. Why after? We want you to nominate what you think is the best thing ever, not what random lj-user #803481 thinks is the best thing ever.
