The imagery you conjure is gorgeous - little details that paint a beautifully vivid picture for the reader. For example:
"I'm sorry," Percy whispered, his eyes wide and innocent, feeling like a cork at sea.
The characterization is spot on.
Lucius' eyes were hooded and smug. "You look fine, Percy."
"Do you think so?" Percy gratefully met his eyes.
"Yes." His voice was tinged with amusement.
"That means a lot coming from you, you know."
A slight smile touched the corners of Lucius' mouth, and he gazed up at the numbers above the lift. "Of course it does."

I hardly know what to say because your writing is always so beautiful.

This made me laugh: Aurora's hair was blonde but her eyes brown with dark brows -- a sure sign the colour was Maribella's Hair Glow. So perfect a match for Percy!
But this pulled me into the story: He tapped a pair of elegant riding gloves in his smooth, white palm. Oh, Luscious, how pretty you are. And such a sex god, er, well...
And loved this line: Percy nervously steered the conversation to the safer harbors of the historical feud between the Weasleys and the Malfoys.
Now that I've finished quoting your story to you, I just thought I'd repeat that I enjoyed this story a lot. Such wonderful manipulation by Lucious, only to have it derail due to that one minor flaw. But he just gets right back to it, doesn't he?

It took him a while to decide he wanted Percy back. After all, Percy had witnessed a rather major embarrassment. But, he'd grown used to him.

That's kind of the point though.
The story is not about the seduction so much as it is about the friendship that came about instead.
Lucius' seduction took so long that for once he actually got to know his "victim." They'd become friends. Lucius delighted in showing Percy the finer things in life, and it worked out they had a great deal in common, with their mutual interest in power and politics (and gossip, though Lucius would never admit it). Percy adored him so obviously, but still was bold enough to argue with him. Lucius didn't quite confide in Percy, but he did have a qualm about seducing him and tried to warn Percy off.
They'd become close enough that instead of just an encounter (with Percy coming away disappointed), as a friend Percy was honour-bound to tell him the truth.
That's why Lucius came back.

It's rather refreshing to see something worthwhile come out of a seduction attempt, rather than just awkwardness. Even if it is a strange friendship, and at least for awhile, strange bedfellows.
