this is one of the best deconstructions of these issues i've seen. helps clarify a lot of points i have spent a heck of a lot of time tryng to explain to people.
imo... there will always be poor people. they don't have to suffer (except by their own choice, can't help that) but we can create incentives and OPPORTUNITIES for them to become less poor. in such a way that they contribute to the overall opportunity available. thus bringing everyone up.
why i'm so enamored of the microloans idea. give people enough resources to add to overall economic capital, and the effect increases exponentially. just vet them really well.
you can't help people who don't want to be helped. but you can catch them when they fall. but those ER visits can get damn expensive. not sure what to do about that. the alternative is horrific. basic preventative health care can do so much.

but, eh, someone like me, if i dropped in income, i'd be a HUGE drain on the system. diabetes is freakin' expensive to support. and it's not like lifestyle changes would do me much good... i've got the autoimmune kind. i'll be on the insulin for life support. forever. or until they grow me a pancreas i won't kill.

i also think our organizational oversight and regulatory structure needs to be fixed, streamlined, held accountable for doing its job properly, and given appropriate punitory teeth. that's an enormous task all on its own. but the cost of all these social programs is hugely amplified by waste, inefficiency, and abuse.
