It's always a good time for tea.
This is not actually a true statement, because there are very many times when tea has no place at all in what is happening. It's also been proven that there are people who do not like tea at all.
Not that that actually has any bearing on anything anyway, because even Edmund doesn't have tea, simply sitting in one of the quieter common areas of the House. Maybe he's thinking, maybe he's avoiding it; he's redrawn the same line seven times so far, in almost the exact same place.
