[Billy makes an angry face because he does not like the police very much, even the City police, or Penny dating people who are not him, but it passes, and then he just looks sad.]

[Penny is dismayed. She's had months to move on (and really, she has come to the conclusion that, as much as she likes Billy, they're fundamentally incompatible) and he's only had a few minutes. Penny pats his arm.]
Sorry, Billy. It's--things aren't perfect. I don't think things'll get too serious with Chris, I just... [guilty sigh] ...I'm not that great at being alone.

[He says this to his shoes, but he does say it, and it is about as unselfish a statement as he is capable of making at the moment. He then looks elsewhere, because maybe that distraction has finally shown up.]

[But that seems to be part of the villain gig. It's not fair, though! Billy did change in the City, and Penny doesn't want him to go back to a world where none of that happened and he's dead-set on being evil. She hugs him again, tightly this time.]
