Werewolf Plotting--The Grand Campaign Arc

Where we are now: The Pure are pushing the packs just north of the PC's territory. They've just discovered that Dr. Adam's body has disappeared from the morgue, and they went to investigate some property of his just north of Muskogee. There they discovered a hidden complex under his complex, filled with labs, libraries, and a barracks. There was also a werewolf in Garou form, strapped to a table and vivisected. When they went to free and heal the werewolf, they were attacked by an Agony spirit. Along the way they met Jason Steel, a mage working for the FBI.

Where I want to go: Solve the mystery of why Southeast Oklahoma is so spiritually dead. Fight Dr. Adams as a recurring villain along the way. Get tore up by the Pure a few times. Incorporate the Heavener Runestone somehow. Restore Southeast Oklahoma in the process.

Possible plot: When the government opened Okalahoma to settlement in 1889, the natives got pissed. As an answer, they turned to old spiritual powers. These powers had operated in Roanoke, on behalf of the Seminoles in Florida, and at various other places in America, but despite this the natives were consistently pushed back. In 1889, they turned to the darkest of these powers and did a ritual to gather a great deal of essence to infuse into these beings. The ritual drained large sections of Oklahoma of spiritual energy, turning the beings into huge powerhouses of destruction. Or it would have, if a brave group of heroes hadn't stopped it at the last minute. At least, they thought the did.

It's assumed that the current devastation across Oklahoma's spiritual realms is a result of that initial ritual, but in fact it's much more insidious. The ritual was never meant to provide power immediately. Instead, it sealed off a large part of Oklahoma and siphoned all the spiritual power developed in those areas off to huge batteries. There the power was stored until enough could be gathered for some purpose in the far future. Though much of the power was used to protect and to hide the project, enough has been gathered to make any being that uses it the equal of any of the First Born, if not of Father Wolf himself. Twist: Finishing the ritual will draw a great deal of power from the affected area, killing everyone for miles around the ritual site as their life-energy goes to fuel the ritual (to keep any of the heroes from choosing to use this ritual for their own benefit >.>).

How is Dr. Adams involved?--Dr. Adams originally drew the attention of the Plague Queen because of the pain and suffering his research caused. The Plague Queen is a servant of one of the powers behind the ritual. Many of the native cults that had served as mortal servants of the old powers have since faded away, so Dr. Adams has been identified as a useful tool to complete the ritual.

What's needed to complete the ritual?--There are several things which must be done, and several things which must be prevented in order to maximize the odds of success for the ritual.

First and foremost, the ritual can be completed just with the power already amassed and the knowledge of the spirits there. It's just that doing so is noisy, time-consuming, and will send up a huge flair of power drawing all sorts of unwanted attention. The odds of success are low in this situation. Having a group of mortal cultists improves the odds, so Dr. Adams and several revived native cults (and newly formed cults, too, if they can be drawn in) form a key point of their strategy.
