I'm loving all the Heaven politicking that's going down! And these lines especially where just delicious:

“He’s more aware that he’s not on Earth, and he’s been tryin’ to get back. Annoyed a few people, to say the least.” She sipped her own drink. “We tried lookin’ for Mary but she’d off somewhere too. Hell, I wouldn’t put it past her to be--.”

“Mary Winchester is not in Heaven.”

I've toyed with writing a similar premise, and I love seeing it done here. Great job!
