I almost forgot to mention: the kanji I was talking about here are read as "The Individual 11." It's a reference to a mysterious lost essay from a collection on revolutions, by an author from last century.

Knowing they regard themselves as revolutionaries doesn't really tell us much more about what they're up to, but at least we know what to call them now.
