What your character can offer: The pages above and
the Composer section here are good sources for his general tasks/abilites as Composer. In addition to this, he also has the abilities general to any Reaper (reading thoughts of others that do not hold player pins, teleportation, flying, etc), supernatural senses that include seeing the dead and instances of clairvoyance, the ability to alter and withold a person's memories, incredible strength in battle, and... can bend reality in certain odd ways, sometimes in the form of using the buttons on his phone to
drop vending machines and trucks on enemies. Basically, he's just short of all-powerful.
To counteract this, however, he also avoids getting directly involved in things, and sticks to rules (Discedo isn't under his jurisdiction, after all, he being the Composer of Shibuya and Shibuya alone). He's sharp and quick to figure things out, being very wise, and can be an incredible asset in a crisis if he decides to play along and assist. This, however, will rarely be the case, and will spend more time being devil's advocate to everyone he meets just to see what makes them tick.
What items will they be bringing with them? His cellphone, and the clothes on his back.
Third-Person Sample:The deeper reaches of the Shibuya River were silent, even for a non-game week. A pity - He may have had too much fun with having so much on the line. Not only had Megumi been erased by He, Himself, personally, much of His staff had met the same fate in the time of His absence. This, He thought, with wry unruffled amusement, was exactly why the Composer was to be present for each game. Little to gain from complaining of His own recklessness, however, as it proved fruitless in the end. His proxy, His game, His Shibuya. Perhaps a two-week game, first to induct new associates and second to hash out the pecking order... He’d have a talk with Hanekoma about arranging it - He might even get a bit more involved, this time around. Could be fun. Spicing things up seemed to be the trick to entertainment, recently, not to mention the quickest way to spark change that yielded positive results.
Speaking of positive results, even He’d been surprised by His proxy - to a point. Surprised enough to give Him a challenge that the boy couldn’t really lose, save for being saddled with the job of Composer until the next rising star came along and offed him, too. If Neku had pulled that trigger, it would have freed Him from responsibility of a Shibuya that really wouldn’t change, even if it were wiped clean and restarted. People were people, and they tracked their dirt and noise everywhere with no regard for anyone around them. No boundaries of jurisdiction prevented that.
But in the end, He really had made it impossible for His original plan to be executed. Perhaps He was getting a bit soft - He’d watch that, make an exception this time, and personally see to it that all would feel sorry for the Reaper that ever spoke of it again.

Hmm, "use this". Rather direct, aren't they? And all of these street signs in English... Hee hee, it looks like I've taken quite the unintentional detour~
Might I speak to whoever has jurisdiction over this sad little town? I just have a few tiiiny criticisms. For starters, if you want happy visitors, I'd recommend a bit more color and a tourist information stand, among other things. I could make a list if it'd be more helpful. Trust me, I'm more than qualified for the task.
And not that I'm not grateful for the gift, but the communicator isn't really necessary. My cellphone is more than functional and the gray is a little dull for me. ♪
