I'm certain. It makes far more sense for it to be simply an unstable dimension as believed than for it to be Hell, for exactly the reason that it can hold beings such as angels and reapers.

It seems to be simple instability. The dimension is damaged, and therefore it's sense of spacetime is warped, and the border between it and other dimensions is likely more delicate than most.
