The curly haired, glasses and hippie vest under his robes wearing person in the library is actually the librarian. He likes quiet. His house elf likes quiet.
People raising their voices in the library will find themselves pants-ed to the skin, courtsey of house-elf magic. People starting fights, shouting matches or flying into a rage, will find themselves forcibly ejected and fined. House points will also be deducted. Any staff member involved in either can be assured of the same exact treatment, and suspension of priviledges.
