Well, that is an interesting question, Anon, but I don’t think there’s any one definitive answer to it.
I tend to the view that all the conflicting little bits of Boosh canon can be simultaneously true somehow, or that we can explore each of the potential possibilities without discounting any of the others. Boosh canon is wonderfully flexible that way, and that opens up so many possibilities for interpretation. As far as Howard being a virgin, or not, there are a lot of potential explanations! On one hand, Fossil might be telling the truth… but on the other hand, Fossil is frequently delusional and minimally in touch with reality, so it’s difficult to tell how much of what he says at any given time is actually true or accurate.
Is Howard a virgin? We don’t really know. After all, it’s totally possible for Howard to have had sex or sexual experiences and yet still consider himself a virgin, because he is totally the sort of person to have a very strict and rigid definition of what really technically counts as sex and just compartmentalize any experiences that don’t meet that definition.
So really, the bottom line is: nobody really knows, all interpretations are valid, and you can just pick whichever one you like best!

That is generally my outlook as far as Boosh canon goes. Somehow ALL POSSIBLE CANONS exist concurrently. Regardless of whether that makes sense. But the show plays so fast and loose with canon and backstory; as long as it makes emotional sense, that is the thing that matters. And I think there is a lot of fun to be had from fourth-wall-breaking and acknowledging that there is not just one continuity, even having the characters be occasionally confused by that.
THAT BEING SAID, I am totally here for Howard who has had sex, had sexual experiences before, but who still considers himself a virgin because they don’t meet the rigid expectation in his head of what ‘sex’ should consist of.
