That would be because he's another Urasawa character. Swapping from Monster to Pluto can be a bit disconcerting, because this guy's one of the heroes.

20th Century Boys lost me somewhere around Vol 5. I just couldn't get into it. But then, my tolerance for media that don't immediately present me with robots or spaceships is notoriously low.
